update pactflow getting started for consumers

Best practise is to use the CLI and some publishing interfaces have been removed.

Update the list here :)

• the publishing interface is removed from
  • pact-go from V2
  • pact-net from V4
  • pact-js from v13
    • has migrated to pact-foundation/pact-cli
• Verifier
  • .NET verifier code needs updating to latest pact-net v4 code
  • docker verifier should be updated, to use the pact-core-mock-server, which is the new native verifier built in rust.
