Produce output of approved reviewers

If we want to solve the issue reported in paritytech/opstooling#174 we need to have an output where we report the required reviewers so we can remove the necessary ones to block again the PR.

For this, we need to output a json with the following data:

• List of user's who review counted toward the approval
• Amount of reviews required to have such approval
