To Reproduce
Build the default tech report template

Expected behavior
It builds

Observed behavior

Error:

! LaTeX Error: Command \gather already defined.
               Or name \end... illegal, see p.192 of the manual.

Platform and version:
Mac and Windows

tinytex::tlmgr_version()

By looking at which TeX packages were just updated on my texlive distribution, I narrowed it down to the lineno package. I commented out line number stuff in the Tech Reports for now and that fixes it. That's pushed for now. I see this line:
