Cannot access Mt. Silver

I beat the Elite 4 and get 16 badges, but I'm still not able to reach Mt Silver (the guy before Victory Road still blocks the way). If I speak to Elm he just asks about the egg. Anyone know if I'm missing something?

Very late reply, so I don't know if you still need the answer, but if you do, or in case someone comes here with the same question, I'll answer anyway.

For you to reach Mt. Silver, after you have 16 badges, you need to talk to Prof. Oak in Pallet for him to grant you access to it. After that, you should be able to cross through.
