provide a way to set a date for data retention

Scheduled data retention works by checking the `app.clearUntil` date.
This field is currently only written to when clearing an entire application from the applications detail view.

For the scheduled data retention we need to be able to set a new arbitrary value to `app.clearUntil`, preferably from the application detail page.
