logic for selecting a 'preferred' parent from multiple options at the same placetype

What is the current logic for selecting which of these two parents to return? Is it arbitrary or is there some reason one is selected and not the other?

Would it make more sense, in this case, to measure the relative distances from the input point to the nearest border and then use the one which is farther away from the boundary?
