IIIF image linking issues with layers

When a IIIF image address is no longer valid, it is not possible to add a new image layer (of any kind, IIIF, local or url) to the image doc and delete the now inoperable IIIF layer. The fix would involve handling IIIF errors more gracefully and allowing users to swap out IIIF URLs.
