e.g. the state-level consolidation of budget-central is done by

data %>%
    sp_add_codelist("polozka") %>%
    filter(!kon_pol | kon_rep | kon_okr | kon_kraj)

and it would be good to figure out what the right region-level and municipality-level steps are.
