Update economic text for the fishery

@erinsteiner-NOAA Would you be willing to provide a few sentences describing the current economic conditions of the groundfish fishery in regards to sablefish (e.g., ex-vessel value). The 2019 assessment included these two simple sentences, that should be revised to have current values but could also be expended, if appropriate:

"In 2018, the ex-vessel value of the sablefish fishery was estimated at 25.3 million dollars (pers. comm., E. Steiner). This represents a five-year low, where the previous year, 2017, represented the five-year high at 35.0 million dollars."

Additionally, I suspect that your team has reports that should be cited here as well.
