Debugger auto-create method seems buggy

The new "Create method" option in the debugger seems to have some UX problems. I know it's easy to turn it off, but still the layout takes a lot of space. And clicking around some lists are displayed out of position.

This looks like a spec problem.

We planned to "fix" the "space problem" but after holidays.
