Add Upload/Download CV Button

As a visitor
I want to download the developer’s CV as a PDF
So that I can keep it offline or share it

Acceptance Criteria:
* Button on the portfolio page allows downloading the CV as a PDF.
* Admin can upload a PDF in edit mode
