Will Add-PnPCustomAction fail when CustomScript setting will be retired?

I am using Add-PnPCustomAction in various provisioning setups, and in each case I have to call Set-PnPSite -Connection $conn -NoScriptSite:$false prior.
According the MC714186 and this article

the custom script setting will be remove in March '24
Is this the setting we are toggling in NoScriptSite, and will it render Add-PnPCustomAction useless?

I went through the article again and it seems like the change (for now?) is only to the GUI, we will still be able to enable custom scripts using PowerShell.
I guess it will make sense to harden SharePoint by removing the custom script option, I just hope that not all of the capabilities enabled by custom scripts will be lost.
