Running the Remove-PnPSiteSensitivityLabel command with a site collection admin account will result in a 403 error.
I have confirmed that Set-PnPSiteSensitivityLabel can be executed by a site collection administrator without error, but does Remove-PnPSiteSensitivityLabel require SharePoint tenant admin rights?
