Epic: Positron Welcome / Getting Started (Beta)

We want to update the Welcome screen in Positron to provide quick links for users to create a New Project, Open a File, Open Console, create a New Notebook

Feedback from the Private Beta is that we should retain the Recent project list as they find this useful from a VS Code welcome screen.

After re-enabling the welcome screen, this is the default layout:

The Walkthroughs section could be kept to show extension walkthroughs. We could prioritize the order so that Positron walkthroughs are show first. If we want something like "Tip of the Day" to launch a dialog or window, it would be custom work since walkthroughs currently show in the editor.

In Positron 2024.05.0 (Universal) build 1313, the Welcome screen is enabled and available:

This is different from what you have in #2513 (comment) @timtmok but I believe that is expected, from what I see in related PRs. Please reopen if not!

Yes, that's what it should look like! The New Project button will also appear if that feature is enabled.
