Describe the issue:

Assistant chat has an option for "Show Release Notes" and this opens VSCode release notes. I don't think we want this behavior

Steps to reproduce the issue:

1. Start Positron assistant
2. Click the ...
3. Select "Show Release Notes"

Expected or desired behavior:

Not VSCode release notes

Were there any error messages in the UI, Output panel, or Developer Tools console?
