Empty Chat window shows when Positron Assistant disabled

Describe the issue:

On desktop and web, a "chat" appears in the action bar, even without the Positron Assistant turned on

This chat is not responsive. This will be confusing to users.

Steps to reproduce the issue:

1. Launch Positron on workbench or web (dev build)
2. Observe action bar

Expected or desired behavior:

No chat extensions/option

Were there any error messages in the UI, Output panel, or Developer Tools console?

I think this is also what users would see with VS Code without Copilot installed. The Chat view is built-in and extensions register a chat assistant and contribute UI to it. It's a bit weird to see it like this but I also don't remember if this view shows up on a fresh install.
