Apology for re-opening an old issue,

I'm facing the same problem. I thought it's my server problem but I followed exact documentation but still getting "This site can’t be reached, domain.tld refused to connect."

I have tested on DO, Linode but still same.

Sounds like everything is working, where are you seeing that error message? Can you get to the web UI?

SS from a different installation on different server

It looks like you have DNS for your domain but the browser can't connect so either the IP address is wrong or you have a firewall blocking the 443 port

I'm using cloudflare to manage DNS and I have tried in different VPS provider only found that Hetzner VPS's working without any problem. I followed the same steps to install postal on hetzner but still same.

Have you double checked for firewalls either on the server or running in your server provider?
