When opening the multiplayer menu no lobbies are displayed and the loading icon is present

This probably indicates something wrong with your system, because I can't repro. Could be an antivirus or firewall.

The firewall is off, and I think the only antivirus on the computer is windows defender.

Actually it turns out that there was another antivirus program, but turning it off didn't fix the issue.
