I was sure that I saw it being suggested here before, but I couldn't find it. Anyway...
Currently, it feels very weird that the progress bar moves at a different pace than the countdown. This gets even worse on beatmaps where the bpm isn't close to a multiple of 60. In my opinion, both should follow the beat. I also think that this would be more useful for players to know when to expect the break to end, as they are already in sync with the tempo of the beatmap.
Possible concerns
The initial number of the countdown may get too high on high bpm beatmaps. A possible solution to this could be to implement Vatei's proposal (#30075) to the countdown too. But this could create a negative impact on short breaks of low bpm beatmaps.
Another solution could be to make the countdown follow the beat number inside the bar (I hope it's not weird to use musical notation terms here).
Example: A break starts at the beat 2 of a 4/4 song and there are 3 bars remaining for the break to end. The countdown would follow as this: 2 -> 3 -> 4 -> reset to 1 when entering another bar -> 2 -> 3 -> 4 -> another bar: 1 -> 2 -> 3 -> 4 -> break ends.
The explanation sounds much more complicated than what it really is. I think it could be very intuitive, but it would also be very different from current behaviour.
