EFK ? TestHarness24

Hello
I would like to use the EKF for offline wind calculation. I already use the pixhawk on line with good result compare to meteorology system. In the present case i want to use it but the calcul is not good. I try to use NavfilterTestHarnes24. I use LoadMissionPlannerPlaneFlashData model to create my data vector
but what is :
msecVelDelay = 230;
msecPosDelay = 210;
msecHgtDelay = 350;
msecMagDelay = 30;
msecTasDelay = 210;

the vector time is in milliseconde or seconde

at the end i just want wind calculation form EKF2
