Add option to change submissionTimeout and QUESTION_TIMEOUT #13
Description
Nowadays, submissionTimeout it's fixed when deploying the market factory, and it's impossible to change this value without redeploying the SC again.
Would be interesting to have a method to change this value. The same for the QUESTION_TIMEOUT
