K8s backend for Calico

This release has added a naive backend for Kubernetes that is aimed around allowing Calico to pull the keys it needs from Kubernetes

v0.10.0 with enhancements for scale

Cut from the master v0.10.0 branch, this release includes fixes for the following:

• etcd proxy contact issue
• only loading watched sub-trees
