I'm seeing some problems (especially the badly positioned marks under turned m in the picture on the left), but I'm not sure I've located all the problems. Can you post a version of the picture with the problems highlighted and share the Unicodes you're using?

Also, what version of Junicode are you using, and what software?

I think you're saying that you want the tone marks to work as in Brill, where two of the five-level tone marks (U+02E5-U+02E9) produce another sign:

I can do this. I'll have to find a reference somewhere so I can be sure I'm doing it right.

This has been pending a long time, but it is now done, with 140 ligatures added (made of components to keep the footprint relatively small) for the five tone modifier letters. It is included in version 2.206, released today.
