Add mem dataset support

Currently, the lib only has an option to write to file. Original intention is for people to be able to use it in the unit testing and other such scenarios. Hence, the mem dataset would be actually very valuable. Gdal has an option - so need to figure out how to propagate this. Additionally, this would also influence the pattern on how to let user generate cog.
