update templates repo to use azure native v3

As part of a major version release for Azure Native, we need to update our templates so they start users on the latest version. This is also a good sanity check for breaking changes on some of the more common resource types.

(Note it might be possible to leverage Renovate to help with some of the mechanical bits. I think we're already using it to manage minor+patch version updates in examples and it might be possible to convince it to make a PR that would try the major version.)
