Há um tutorial do GitHub sobre como adicionar o arquivo CONTRIBUTING. O Guia deve ser em português. O Guia deve ser mencionado no README e estabelecer regras sobre os PRs/branches, etc, exemplo: https://github.com/hugo-fixit/FixIt/blob/master/CONTRIBUTING.md.

O Guia de Contribuição deve incluir instruções sobre como adicionar um post dentro do site. O FixIt, framework utilizado para construir o site, possui explicações sobre como adicionar um post. Eu recomendo rodar o FixIt localmente para entender o processo e, posteriormente, explicá-lo.
