python packages should have a license file, as is usual for python packages.
From memory, all pyros-dev repos are BSD licensed. I don't recall there being any exception (although there are multiple projects named 'pyros' around on github, which might not be related)
Feel free to play around with pyros code as you'd like, I sadly don't have the resource and availability to maintain it currently...
If you want to get technical and spend some time on it, let me know via email, I may be able to spare a bit of time for it.
Does the same BSD-3-Clause License that applies to Pyros (https://github.com/pyros-dev/pyros) also apply to this code?
Could you add some information indicating what open source license applies to the Pyros-Dev repos, including pyros-utils?
