Packaging for libcufile #1924
Description
pytorch/pytorch#130633 (relanded as pytorch/pytorch#133489) depends on CUDA::cufile
For pull/ builds, this works fine as libcufile.so.* is part of the CUDA Toolkit on the versions we test (11.8/12.1/12.4)
However manywheel binary builds are unable to find libcufile.so.0. Per discussion with @atalman, this is because it is not available in any of the pypi packages that we depend on for cuda lib*.so.* files
To unblock I will add a USE_CUFILE flag to disable, but filing this issue to track the issue with packaging
