The extension and downloader middleware currently have a different way of configuring settings for connecting to cloud filesystems. We want this to follow the same flow, and also make it so it aligns with the way Scrapy does this (we already do this in the WaczExporter extension).

This has somewhat been resolved, however can be improved even further. This optimalisation of the implementation is described in #11.
