When linking private discord channels, discord puppets who are not in the room appear on IRC #150

On our discord server during on-boarding users can pick roles to join different "private channels". The issue is that when these channels are linked to IRC, every user on the server is "joined" to the IRC channel as a puppet. This can be confusing, as a discord channel with only 5 people in it, might show 100s on IRC.

To reproduce: Create a private channel on discord. Link to an IRC channel. This will now cause the bridge to create puppets on the IRC side who are not actually in the channel on discord
