How do the dev end points from quarkus skip ServerRequestFilters ?

If a quarkus application has methods annotated with @ServerRequestFilter all rest requests will be intercepted by those filters.
I however see that the /q/* end points are somehow able to skip them. How is this made possible ?
I need to replicate the same exact behaviour and hence asking.

/q/ is not rest, it's (multiple) vertx routes

The /q/* does not use this annotation based approach, as they are all set up with Quarkus Build Items in the extension. But in the end they are all vertx routes.
