Changing area in Engine UI no longer works

Background
In the Engine UI, you can go to Current scenario and make changes for the scenario through the interface. There is a dropdown for the area code:

When changing the area code, for example from nl2019 to IT_italy, the scenario reports that it is updated, where in reality it stays the same:

Recently something was fixed in the Engine UI (#1696) perhaps in that fix, this functionality was accidentally broken?

This is probably working like this since the efforts to unify the scenario validations from all routes.
area_code and end_year are purposefully excluded in the code; to me they indeed feel like fields that should only be set on scenario creation and not during an update.

So before taking any action I would like confirmation of what is the desired behaviour. Perhaps what is wrong here is that Area and End Year fields show as editable to start with, perhaps they should be grayed out (or blocked somehow) when "editing" an scenario.

I understand that typically area_code and end_year cannot be updated, but in some cases it is very useful. Perhaps this requires follow-up discussion?
