Platform czars for raaz #344

Testing for different platforms is pretty tricky particularly system dependent things like endianness, entropy sources. Some tests like the prgquality test needs to be run on the specific system. Even though we have
pretty good CI interface (travis) and debian builds, some of these can be better done if there are individuals
taking care of this.

I invite volunteers for helping out on this aspect. We will be adding instructions/checklist for platform czars
soon.

Here are some platforms where I am expecting help. By far Linux (Debian) is the most well tested
because it is my (@piyush-kurur) development platform.

  • OpenBSD
  • FreeBSD
  • NetBSD
  • OSX - Travis builds exist but a platform czar can help
  • Linux - Travis builds and @piyush-kurur, besides release tested by debian build bots.
  • Windows - Appeveyor builds exist but platform czar can help

@Mistuke are you willing to be a platform czar for windows? I will send you an invite if you are willing to.
The job of a platform czar is very less. Just to ensure that the build works and inform when best practices changes on the platform.
