Quorum queues raft status shows all followers for 3 node cluster

Describe the bug

We are seeing one of our queue is stuck in to the below status.. and the only way to bring the queue back to normal state is to delete and re-create the queue... We are seeing this behaviour from last 48 hours... but still it has not resolved..
Is this a known issue or some timing issue.. any workaround to get back the queue to its appropriate state.

Rabbit Version - 3.13.7

What you are showing here looks like a newly declared queue with nothing in it. Is that expected?

have you at any point reset any rabbit nodes?

Yes it was a new queue declared, the queue was declared by the client using amqpadmin JAVA cli .
No rabbit nodes were reset..

did the declaration operation return an error?

I would look through your server logs and look for potential errors that occurred during queue declaration.

Either way, the easiest way forward for you is to delete and re-declare the queue.
