When health check is enabled on CLB, otter creates node in DRAINING and waits for it to come ONLINE before ENABLEing it. Sometimes the node does not come ONLINE for 3 hours at which point otter gives up and puts the group in ERROR. But the error reason is logged as "Unknown error occurred". It should instead log a readable message instead.
