Add Dragon MPI Example doc

We will expand RHAPSODY docs with a small section regarding MPI example with Dragon.

We nominate NCSA Delta as it has a Cray HPE system that allows us to test the MPI example.

The example must be a small workflow that does MPI simulation and propagates the results to some simple training or so.
