Upon investigation, there seems to be no option available for installing IPAM CAPIProvider via UI, even using Custom provider. The only available options are Add-on, Control Plane, Infrastructure and Bootstrap

Going off the backend validation message it looks like we are missing 'ipam' 'core' and 'runtimeextension'
