Dynamic configuration for OTEL

Open telemetry collector has an interface for configuration - e.g https://github.com/open-telemetry/opentelemetry-collector/tree/main/confmap/provider/httpprovider

The http provider doesn't allow for reloads so we would need something to handle this, but then we could just host the merged config in an http interface without having to reconcile various config items.

This would remove the need to ServiceMonitor type objects, all configuration would be centralized.
