Do you think it makes sense to separate the parser from the OTIO transformer and release a small Python Package?

This may make some sense. I'm open to it, but also biased just because I feel like OTIO is the model I'd want to use to interact with the data. There, however, is a case for making a lower level version that is a bit more of a streaming parser that this could sit on top of.

If a use case comes up to split these we should re-visit.
