Combine the github action in to a series of more reusable things

If we provided some of the functionality as actions or reusable workflows then we would have a better upgrade story when we need to update and/or fix things

My attempt at this is in #200

It needs further work in that the actions will need a better repo than kategengler/actions in which to live.
