Does the initial scaffold actually need the GITHUB_AUTH/TOKEN?

but... why?

So this was a fork from https://github.com/rwjblue/create-rwjblue-release-it-setup which also made sure that the labels you expect to have are already available on github i.e. internal doesn't exist by default.

There is a command line arg to do --labels-only but we could also do a --skip-labels or something if you like? 🤷
