Settings System Rewrite

Rewriting the broken settings system and making it more intuitive:

Planned changes:

• switch to MySQL instead of a JSON file (yes, I know that's bad)
• improve UX --> better help, settings explanations, etc.

fixed pfp setting, added helper functions (reset) and additional commands (settings help/reset)
