Add DAC with ERA5 forcing

A new set of higher resolution (in time and space) DAC files with ERA5 forcing were released for the period of 1992-02-01 to 2022-12-31.

This should be added to all relevant missions with the new command
rads_add_dac --ymd=19920201,20230101--era5
