I'm using this configuration: https://github.com/seek-oss/rynovate/blob/63a16166f07b3173f3d4a5a661b3905386f2314d/non-critical.json

We put gitIgnoredAuthors in place because we have code that auto-formats and pushes to the branch.

Unfortunately, it seems in certain circumstances, this causes a rebase-build-push-rebase-... loop.

I suspect this is due to my own work in #28225 missing something, but I can't work out what's wrong.

Removing gitIgnoredAuthors causes the PR to be blocked and stops in this loop. I am unsure if this fixes the root cause, or just stops it from being force-pushed to.

It seems similar to #21003, but my limited knowledge of the codebase is not helping to assess this properly.

I think I've solved this. Our dependency skuba was autoformatting and replacing the Dockerfile, which then caused Renovate to be upset at node being out of date, and regenerating. I think realistically we should just not upgrade skuba with other dependencies if we're going to be codemodding. Edge case among edge cases here!
