Renovate never created labels explicitly. GitHub itself would implicitly create labels if renovate set any which don't exist before. If GitHub has changed its functionality here, it would be good to confirm. |

Please tell us more about your question or problem
in the past, renovate created the labels if they did not exist.
currently I observe the behavior that renovate does not create new labels in github for new repositories. existing labels that were created by me are properly applied.
I'm wondering if this is intended/ has changed.
