JavaIBMZ cli-java image no longer available

During IBM Z testing for AMQ-B, we encountered this failure due to the image no longer available.

Failed to pull image "quay.io/kcrane/cli-java": rpc error: code = Unknown desc = Error reading manifest latest in quay.io/kcrane/cli-java: unauthorized: access to the requested resource is not authorized

Kirk has indicated that he deleted the image so we are now in need a more guaranteededly accessible cli-java on s390x like docker.io/rhmessagingqe/.

@mkrutov, we opened this issue here hoping to find a sustanable approach to get this image created. If you have any suggestions, please let us know.

@levivic sure thing, 3 approaches I could suggest (copying from PM discussion with Dale):

options to that would be either getting it built and pushed as a separate tag
For instance, docker.io/rhmessagingqe/cli-java:latest-ibmz
Second option, separate image
docker.io/rhmessagingqe/cli-java-ibmz:latest
third option: talk to people who are in charge of that images and add ibmz build to their process
Which would mean that docker.io/rhmessagingqe/cli-java:latest would be available for x86, amd64 and s390x, and would receive updates at same time as cli-java for x86 would

The last option is best from design PoV however is hardest to implement. Fastest/easiest one would be to push a separate image and keep it "frozen". Tag option I personally don't like.
