use of userHasPermissions with data

I am attempting to set a state variable to drive a menu function. I can utilize the AllowedTo function as listed below and it functions appropriately. When I attempt to set a true/false response using the same data objects the response is always false. Can you provide clarity on the format of passing multiple data objects to the rules entry (shown at bottom).
