Issue:
Everytime i navigate to a page in the delivery playbooks site im prompted to accept cookies.

Steps to reproduce:

navigate to: https://delivery-playbooks.rise8.us/
click on any page or article
accept cookies
navigate to a different page or article
see cookies dialog again

Current behavior:

I see it every time i navigate to a new page.

Expected behavior:

only see it once
