Is your feature request related to a problem? Please describe.

It's weird that we only support altering owners (https://docs.risingwave.com/docs/current/sql-alter-sink/#owner-to), but not creating resources with an owner.
Related issue: dbeaver/dbeaver#23001

Owner is a required field in the current RisingWave DBeaver driver. I think it's reasonable to keep the UI as it is, and address this problem at the RisingWave side.

CREATE DATABASE dbname OWNER rolename;
