The data we collect should have differentiation between data on WiFi and Bluetooth, meaning each entry in the database should be all WiFi or all Bluetooth (with a data element indicating which one that entry is).
We also need to account for devices that are running both WiFi and Bluetooth. This means that when scanning and updating the data for the user queue, we should not combine the results of the WiFi scan and the Bluetooth scan.
